Separate sealed bids for the project entitled “Town of White Bluff CDBG Sidewalk Extension – 2023
CDBG” will be received by the Town of White Bluff at Bibb-White Bluff Civic Center at 1054 Old
Charlotte Road, White Bluff, TN 37187 until 10:00 AM local time, May 22, 2025, and then at said
office publicly opened and read aloud. For bidders submitting bids via U.S. Postal Service or courier,
bids shall be mailed to the following address: White Bluff Town Hall, ATTN: Jeff Martin, 52 Graham
Street, P.O. Box 300, White Bluff, TN 37187.


A pre-bid conference for the Project will be held on May 13, 2025, at 10:00 AM local time, at Bibb
White Bluff Civic Center at 1054 Old Charlotte Road, White Bluff, TN 37187. Attendance at the pre
bid conference is encouraged but not required.


The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid
Bond, Performance and Payment Bond, and other contract documents may be examined at the

Bidding Documents and Plans will be available in electronic PDF format upon request to
Jacki.Totty@jamesplus.net.

Hard copies may be obtained at the office of James + Associates located at 121 North Main Street,
Dickson, TN 37055, upon payment of $150.00 for each set. Any unsuccessful bidder, upon returning
each set promptly and in good condition, will be refunded their payment, and any non-bidder upon
so returning such a set will be refunded $100.00. All requests for hard copies shall be made in
advance per email to Jacki.Totty@jamesplus.net.

The owner reserves the right to waive any informalities or to reject any or all bids.

Each bidder must deposit with his bid, security in the amount, form and subject to the conditions
provided in the Information for Bidders.

All bidders must be licensed General Contractors as required by the Contractor’s Licensing Act of
1994 of the General Assembly of the State of Tennessee and qualified for the type of construction
being bid upon.

Attention of bidders is particularly called to the requirements as to conditions of employment to
be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility,
Section 109 and E.O. 11246.

No bidder may withdraw their bid within 60 days after the actual date of the opening thereof.
